Luis Carlos Ramírez Martínez

He has extensive experience, local and international, in law firms, consulting and in high government in international trade matters in Colombia, the United States, as well as within the framework of the World Trade Organization. His practice covers areas such as free trade agreements, trade remedies measures, trade barriers, free zones and other tools to attract investment and promote exports.
He has advised and represented private companies and unions before government authorities. He has been an associate in the International Trade practices of the firms Sandler, Travis & Rosenberg, P.A., and Curtis, Mallet-Prevost, Colt & Mosle LLP, both in Washington, D.C, United States. He was director of the Trade Remedies practice of Araujo Ibarra & Asociados and a lawyer at the boutique trade firm Research & Opportunities Ltda, both in Bogotá, Colombia.
He has been an advisor and negotiator of FTAs. In the public sector, he was an advisor to the Office of International Legal Affairs of the Ministry of Trade, Industry and Tourism of Colombia. He has advised on the execution and legal review of more than 15 of its FTAs in force, signed and under negotiation and has been appointed negotiator on behalf of Colombia for several of its free trade agreements. He has also been legal advisor to the Office of the Economic Advisor of the Presidency of the Republic.
The English publication Who’s Who Legal has distinguished him as an outstanding lawyer in International Trade and Customs. He has been a member of the Colombian Academy of International Law and the Colombian Institutes of Tax and Customs Law.
Mr. Ramírez Martínez holds a Master of Laws degree in International Law, LLM, from The Fletcher School of Law and Diplomacy, Tufts University, Boston, United States, and a Master of Laws degree from Universidad Sergio Arboleda, Bogotá, Bogotá, Colombia. Lawyer graduated with honors from Pontificia Universidad Javeriana, Bogotá, Colombia. He has been a professor of undergraduate and graduate courses in Colombia, at the Javeriana-Cali, CESA, Externado, Sergio Arboleda and San Buenaventura universities. He regularly teaches postgraduate courses, gives lectures and writes on these topics in national and international publications.
